where in new york can i get a tax id number and a business license for my new construction company.?

i have been in the construction business now with my man for 5 yrs. i want to make it legal. how do i apply for workers comp insurance for my employees. also i need a business license and a tax id. do u know how much it costs to obtain this. thanks
